UOS will train Libya National Safety Authority Officers to Mitigate Explosive Threat
In May 2022 UOS will deliver training to NSA officers which will consist of Medical Phase in Tunis and Tactical Phase in Kyiv.
In line with the demonstrated needs of the NSA, the UNSMIL mandate, and UNMAS Country Programme Strategy, the objective of the project that would be delivered by UOS is to enhance Libyan capacity and strengthen ownership by enabling national actors to address the immediate threat from Explosive Ordnance (EO), as well as the longer-term consequences of the current conflict.
The NSA has been engaging in mine clearance in Libya since before the 2011 Revolution. However, due to a significant attrition rate, the NSA is now carrying out EOD tasks with under-trained personnel who lack adequate skills and specialized equipment. Libyan national capacity to mitigate the threat through clearance operations is insufficient in comparison to the growing impact on the population. The NSA personnel will be the recipient of the EOD and medical training and EOD kits and will then (outside of this project) use their new competencies and equipment to carry out clearance tasks in Libya, as prioritised and tasked by the national authorities.
In support of UNMAS Libya, UNOPS has contracted UOS to provide the services consisting of two components: (A) delivery of EOD training including medical first responder training ; and (B) provision of EOD specialized equipment.
